Advancing notifications

Agencies can send advancing requests to promoters to collect details of upcoming shows. This happens via a special page where the promoter can provide and complete information. 

Notifications are sent when there is activity in the advancing sessions. Previously, every internal user in the agency would get all notifications, even when they didn't create the advancing session.

With this update, we are changing the notifications for advancing, sending them only sent to the internal user that created the advancing session.
